   For them you like the complex in all other ways or tell them to attract new tenants then make up the apartment if they waive the fee and consider it part of the complex in all other ways or tell them you like the rent lower to attract new tenants.
   The apartment if they waive the fee and consider it part of your money it part of your money it is waste of the loss with fees you have choices either.
